Import the second public release of PHCpack.

Makefile and links to target programs for PHCv2.

Type 
  make <name of target> 
to install a specific target.
Type
  make clean
to clean up .o and .ali files.

By default all binaries are put on the temporary disk : /tmp.

The READ_ME files in the Ada/* directories give a short description
of the test programs and packages that are tested.
