Import PARI/GP 2.0.17 beta.

This creates non relocatable object files.
We cannot make "libpari.sl" with this asm kernel.

This asm kernel does not compile :
* GNU assembler version 940807 (hppa1.1-hp-hpux), using BFD version cygnus-2.3
  Does not understand .shortdata
  Dump a core if we comment it.
* HP-UX A.09.05 /bin/as (as_800)
  Does not understand $global$
