In Windows, asir search configuration files as follows:
$ASIR_CONFIG, $HOME/.asirrc, ${HOMEDRIVE}${HOMEPATH}/.asirrc, $APPDATA/OpenXM/.asirrc,
and get_rootdir()/.asirrc.
